Why base isolation still loses the cost argument

Base isolation reliably cuts floor accelerations by more than half. Yet on most mid-rise retrofits it never survives the value engineering meeting. The reason is that the savings are distributed across a building lifetime while the cost lands in one quarter. Until we learn to price avoided downtime, the spreadsheet will keep winning.
